Good morning, I understand that you are the National Contact Point for the Horizon 2020 programme and I write in the hope that you might introduce me to project co-ordinators who are looking for partners in your country. I am a Director of The Farm Carbon Cutting Toolkit which is a small UK based Charity that helps farmers reduce their impact on climate change. We help them reduce farm energy use, reduce emissions from livestock and manage their soils to capture carbon. We are specialists in Communication and Dissemination and can successfully link new research findings with the farming community and put those findings into a practical context. As a small farmer owned organisation we also fulfil the requirement for ‘multi-actors’ with the H2020 programme.
In my former role I gained significant experience of H2020 projects. I was the project co-ordinator of the successful 4D4F (Data Driven Dairy Decisions for Farmers) and have a full understanding of the Communication and Dissemination requirement of a H2020 project.
In the current round we are interested in projects that re part of the Agricultural programme and part of the Climate Change programme. Specific projects of interest are -

Topic SFS-11-2018 2019 entitled "Anti-microbials and animal production" addresses farmed animals.
Its scope B [2019] on "alternative to anti-microbials" is still a draft text, until the work programme is adopted by the Commission.
The text of SFS-11-2018-2019 specifies that "For the purpose of this topic, the words 'animals' and 'farmers' apply to both terrestrial and aquatic animals." Therefore aquaculture animals are in the scope of the topic. The topic text does not prescribe that each proposal should cover both terrestrial and aquatic animals. It is for the applicant to choose which farmed animal(s) they want to cover and justify their choice.
The budget will in principle allow for the selection of one project under scope B [2019].

Felkészülés az új uniós innovációs keretprogramra, egyeztetés a kutatói bérekről
A Nemzeti Kutatási, Fejlesztési és Innovációs Hivatal (NKFI Hivatal) ezért a tavaly bevezetett szabályozási módosítások tapasztalatairól és a 2020 utáni új innovációs keretprogramban a hazai kutatói közösség számára kedvezőbb pénzügyi szabályozás lehetőségeiről egyeztet az Európai Bizottsággal.
Az egyeztetési folyamat április 12-én Budapesten folytatódott, ahol a kutatók a tájékoztató rendezvényen az aktuális szabályozás részleteiről tájékozódhattak.

Please find attached a short description of a Swiss organization (Neustadt-lab) initiated by artists which has firm experience in the transformation of urban public spaces and is highly interested to getting included in a consortium planning to submit to topic SC5-14-2019 (Visionary and integrated solutions to improve well-being and health in cities).
 
I am only bringing this to your attention (additionally to the promotion through our partnersearch tool) because I have discussed the topic and match with Neustadt-lab’s activities in a long meeting with the director Juerg Luedi and am convinced that the organisation would make a great partner in a project to be submitted to SC5-14-2019. Neustadt-lab to date has no Horizon 2020 experience, but can count on Euresearch’s support in all admin/legal/financial matters.
 
I would be grateful if you spread the attached profile to potential partners and coordinators in your countries interested in the topic in question during the coming months.

Some of you have received questions and concerns from applicants interested in submitting  proposals for the following H2020 subtopic:
“Improving animal welfare”, topic identifier SFS-08-2018-2019, subtopic B “Precision Livestock Farming”.
 
This subtopic is an innovation action asking for proposals that should “build on state of the art animal welfare approaches to develop innovative technologies, while also considering the needs to reduce emissions of air pollutants from agriculture”. From the description, it is clear that “various stages of the terrestrial livestock production system” should be addressed, but it is not stated if more than one livestock species should be considered in a single proposal, and what species should be taken in particular consideration, given the limitation of 6 million euros as overall topic budget.
 
Therefore this is to kindly ask you if there are particular indications related to the species that should be preferably considered, or at least to the number of livestock species to be considered in a single proposal.
 
The reply is as follows:
 
There are no indications as regards to species. Proposals can address one or more species as they prefer.

Az Európai Bizottság jogi és audit részlegével folytatott H2020 kutatói bérrel kapcsolatos egyeztetés eredményei
Az NKFI Hivatal az érintett EU13 tagállamokkal együttműködve sürgetett megoldást az Európai Bizottságnál, amelynek hatására módosították a támogatási szerződés minta szövegét, majd a keretprogram pénzügyi útmutatójául szolgáló dokumentumot is kiegészítették e változásoknak megfelelő magyarázatokkal. Az új szabályok ugyan megnyitották az utat a projektalapú fizetés-kiegészítési lehetőségek szélesebb körű alkalmazhatósága előtt, azonban egyúttal számos kérdést megválaszolatlanul hagytak azzal kapcsolatban, hogy hogyan hangolható össze a keretprogram elvárás rendszere a magyar jogi szabályozással és intézményi gyakorlattal.

A Európai Bizottság publikálta a Horizont 2020 három pillérében - ipari versenyképesség, társadalmi kihívások, kiváló tudomány - megjelenő IKT orientált pályázatokról áttekintést nyújtó a Guide to ICT-related topics in the Work Programme for 2016-2017 kiadvány legfrissebb változatát, mely a 2016-17. évi Horizont 2020 munkaprogramok nyári változásait is tükrözi.

Felhívás konzorciumépítésre a sikeres uniós pályázatokért
Az európai uniós Horizont 2020 program keretében finanszírozott pályázatokon való indulás egyik előfeltétele a projekt eredményes végrehajtására képes nemzetközi csapat összeállítása,. Ehhez nyújt segítséget az NKFI Hivatal által meghirdetett konzorciumépítő pályázat (EU_KP_16). A felhívás támogatja a vállalkozások, költségvetési szervek és nonprofit szervezetek nemzetközi kapcsolatépítését, külföldi konzorciumi partnerkereső rendezvényeken és projekt előkészítő üléseken való részvételét, hazai ülés szervezését, továbbá a koordinátori szerepet vállalók esetében a pályázat előkészítését. A brüsszeli pályázatokra való felkészülés támogatásával lehetőség nyílik a magyar részvétel erősítésére, az elnyert támogatás és a sikerarány növelésére, valamint a résztvevők konkrét projekten is túlmutató nemzetközi kapcsolatrendszerének bővítésére.
Az NKFI Hivatal programjának célja, hogy a hazai pályázók nemzetközi hálózatépítő és forrásbevonási kapacitásának erősítésével ösztönözze és segítse részvételüket a Horizont 2020 keretprogramban, valamint egyéb közös kutatás-fejlesztési programokban, regionális együttműködésekben. Erre a célra a Nemzeti Kutatási, Fejlesztési és Innovációs Alapból összesen 230 millió forint áll rendelkezésre, amely folyamatosan pályázható.
A feltételeknek megfelelő és legjobbnak ítélt projektek vissza nem térítendő támogatására két alprogram keretében van lehetőség az alábbiak szerint, a rendelkezésre álló forrás erejéig:

• „A” alprogram: Horizont 2020, ECSEL, AAL és EUROSTARS programok pályázataira való felkészülés támogatása
  Az alprogramra rendelkezésre álló teljes pályázati keretösszeg 200 millió forint, a maximálisan igényelhető támogatás pályázatonként 1,5 millió forint (koordinátor esetén 3 millió forint).
• „B” alprogram: a Duna Régió Stratégiához kapcsolódóan nemzetközi értékelésben kiválasztott projektek magyar partnereinek konzorciumépítő együttműködése
  Az alprogramra rendelkezésre álló teljes pályázati keretösszeg 30 millió forint, a maximálisan igényelhető támogatás pályázatonként 5 millió forint.

« The Belgian police is structured on two levels: the Federal Police and the Local Police. Although both levels are autonomous, they cooperate to perform an integrated police function. The Federal Police carries out missions within its sphere of activity throughout the whole territory of Belgium as well judicial and administrative tasks in special fields or in fields falling outside the competence of the Local Police forces. The Belgian Federal Police aims, in cooperation with the Local Police, at improving security, maintaining and developing the democratic principle of the rule of law by carrying out police missions. A Horizont 2020 program elektronikus pályázói felületén (Participant Portal) külön oldal jeleníti meg az FP7 és H2020 projektek konzorciumai által meghirdetett versenypályázati kiírásokat.
A felhívások az adott főprojekt feladatai között nevesített néhány kutatási vagy innovációs tevékenység kiszervezését jelentik, amelyek megvalósítására a konzorcium nyílt pályázatot hirdet. A nyertes pályázóknak juttatott támogatási összeg főszabály szerint nem haladja meg a 60.000 EUR-t.

We need practitioners (LEA- Law Enforcement Agencies) to be involved in our proposal for the H2020 Project call titled “SEC-11-FCT-2016: Detection techniques on explosives: Countering an explosive threat, across the timeline of a plot” where HAVELSAN is the consortium leader. The main objective of the proposal is to bring innovative and state of the art explosive detection technologies together in a demonstrative application with a scenario based on real cases. Methods, techniques and technologies of end-users i.e. practitioners about countering explosive threats will be used in these demonstrative scenario applications by defining each step of the application scenarios together. The main aim in this project is to find gaps in techniques and methods and detection technologies on explosives, for countering explosive threats. Possible gaps in EU policies and regulations are also aimed to be handled and investigated within the project. H2020 kutatói bér referencia időszakkal kapcsolatos tájékoztatás
Az Európai Bizottság most végzi a támogatási szerződés minták (MGA) felülvizsgálatát. Ennek során felmerült, hogy opcionális lehetőségként bevezetnék a jövőre nézve a havi szinten történő órabér számítás lehetőségét a személyi költségek körében (a hatályos szabályozás szerint kizárólag lezárt pénzügyi év adataiból számítható órabér). Mindez felvetette annak kérdését, hogy az új számítási mód hozhat-e olyan változást, amely alapján a kutatói bér projektindulásra tekintettel bekövetkezett esetleges növekedését a projektindulást megelőző egyetlen hónap adatai alapján számolt órabérhez viszonyítva határoznák meg (vagyis a „basic remuneration”-ként el nem számolható bérrész azonosítása milyen referencia időszak adataihoz képest fog történni).
E kérdés tisztázása érdekében az NKFIH megkereste az RTD jogi szolgálatát. A kapott választ szeretnénk megosztani Önnel:

1. A szolgálat elsősorban azt hangsúlyozta, hogy az MGA felülvizsgálata még folyamatban van, vagyis jelenleg még nem elérhető opció a havi szinten számolt órabér, véglegesített feltételrendszerről sem tudnak beszámolni.
2. Jelen állás szerint a Bizottság nem tervezi, hogy az új opció bevezetése bármilyen módon befolyásolná a „basic remuneration”-ként el nem számolható bérrész azonosítását.
3. Arra is felhívták a figyelmet, hogy a „basic remuneration”-ként el nem számolható bérrész azonosítása nemcsak annak alapján történhet, hogy találnak-e a referencia időszakhoz képest órabér növekedést, hanem úgy is, ha valamely bérelem kizárólag az adott munkavállaló projektben történő részvételével hozható kapcsolatba [az alátámasztó dokumentumok alapján].
